It seems this isn’t a set phrase that has become established as a common four-character idiom.  Actually, I came across it somewhere, but I can’t remember where or how.

Nevertheless, after looking it up, I found that it describes a person who is as light and pure as the wind yet possesses a strong will and an unwavering attitude.  Put differently, it can be considered an ideal Eastern figure.
