In other words, it seems to stand in contrast to humans, who are always eager to do something. In other words, it works as a contrast with people who are always eager to do something.

お墓はただそこにあるだけで、何も取り繕ったり、飾ったりもしない。陽が当たれば、ただそれを受けているといった俳句のようです。つまり常に何かをしたがる人間との対比のようです。
