This is the second half of a Zen saying, which seemingly implies that the sight of water filling the space with a deep blue hue is, in itself, a manifestation of eternal, unchanging truth.  Although I find such Zen phrases and Buddhist terms intriguing, I find they are too difficult for me to fully apprehend.
