It invokes a bright, spring day.  I think it is a joyful haiku.  The “Hometown” here, however, may change its image, that is, whether “something joyful“ or “something sad” depending on each person.

春の明るい日を思い浮かべます。楽しい俳句だと思います。ここにある『故郷』は、楽しいか悲しいか、人によって捉え方が変わるでしょうけれど。
